Meeting called to order at 7:10PM
Two sets of minutes were read and amended.
Treasurers Report- Crystal Avenue Fund Donations were increased. Rose Babey will need to be replaced due to her work schedule. Her other duties besides treasurer included maintaining the mailing list. Some individuals are concerned about members who have not paid their dues to the Civic Association. There are approximately 475 active members of FPCA. A discussion ensued as to whether or not non-paying members should be dropped from the newsletter mailing list. It was suggested that a reminder notice for dues be mailed with the next newsletter. The Treasurers report was accepted!
100 Year Old House Tour is scheduled for December 6th culminating with Bright Nights. The tour is sponsored in conjunction with the Preservation Trust. Flyers have been distributed and funds raised from the House Tour will be donated to the Crystal Avenue Fund. A heated discussion ensued concerning the Bright Nights tour being a part of the House Tour packages Some members felt that the FPCA was condoning Bright Nights. Larry Libow pointed out that the board has not taken a position on the issues of Bright Nights until Bob Triggs has an opportunity to present his report to the FPCA Executive Board. A motion was made to not distribute Bright Night Tickets as part of the House Tour package. The motion was defeated in a vote of 8 to 4.
Committee Reports:
Nominating Committee - The committee will meet in January to put together a list of potential officers. It is a very informal process.
Terrace Plantings - There is no real
structure to requesting funds for plants. Karen Thomes and Ginny
White have done plants in their area.
Graffiti Day Clean Up - A lot was accomplished. The Bing Theater was cleaned up. Sheila McElwaine stated that Mary Boland has adopted a block which a maintenance person will maintain the area. Russ is working to have Belmont Avenue cleaned up and maintained.
Concerned Citizens - Johnny Appleseed Park has received playground equipment. Volunteers are needed to help assist with the assembly.
The triangle at Belmont and Marengo has been planted. Arrangements have been made with Associated Wrecking to donate a wrought iron fence which Putnam students will renovate.
Bright Nights - The committee is still unable to secure a copy of the contract the city will be signing; they have requested that the exhibit on Barney Hill be relocated to Cyr Arena. The city has promise to remove the structures from Barney Hill four days after closure. The city will be granted $75,000 a year for the exhibit regardless of the amount of traffic. $1.00 for every car over 75,000. The Park Committee will handle the funds for Bright Nights.
143 Forest Park Avenue will be preserved. 107 Garfield is on the market.
Russ Seelig is putting together procedures for going to Housing Court without Code Enforcement. He has taken 5 landlords to court so far with success. One of the biggest obstacles he noted is getting on the court docket and the lukewarm reception you sometimes receive from judges and the housing specialist.
Illumination RFP - Steve Hays put together a proposal by 10/15 to receive funding from the Springfield Cultural Office It was noted that replies should be forthcoming.
Crystal Avenue Lawsuit - Mark Draper is waiting for the formal answers from the City of Springfield and Belmont Laundry. They have 20 days to respond. If there is no reply within the allotted time frame, then they will have defaulted Billing from the attorney is current. So far the Civic Association has spent under $ 1.000.00. The attorney wants to depose Ahern and Sample(?). Depositions are still being gathered and a motion was made to authorize $2500.00 to obtain depositions. The motion was passed.
Friendlys - Bill Malloy circulated a letter from Friendlys corporation stating they were within their rights to alter the external appearance of the Sumner Avenue restaurant. It was noted that a letter should be mailed to the city reminding them of their own procedures when making changes in the Historic district. A meeting with Dan OSullivan will be scheduled.
Ad for the Drama Studio - A motioned was made to place a S75.O0 add for the Civic Association in the Drama Studio program/bulletin promoting the Civic Association. The motion was passed.
Ed Pagliaro is part of the Charter Review Commission. The commission is concerned with ward representation within the city. A vote will be held in November, 1999 requesting that the city charter be reviewed. There would not be changes for several years.
New Business-
Jan Reynolds has done a terrific job with the Newsletter.
Rose Royce Pizzeria on Dickinson Street has a filthy backlot. Code enforcement has been notified. Ginny White has notified Tim Ryan, Angelo Puppolo, Code Enforcement and the Health Department in attempts to get the owner to clean up and maintain his property. The police feel that the condition of the business Moriarity affecting other business in the area. A group meeting was held at Goodwill for all interested parties involved. A consensus on changes that would be made was agreed upon.
Main Street An intern/administrative person has been hired. David Moriarity will be an ex official of the board. People have noticed a difference at the X.
Ginny White noted the dangerous condition of 89 Cliftwood.
