Secretary's Report:
April meeting minutes were discussed with two corrections being made.
1. Missing from the minutes from the April meeting was that the discussion regarding the Bright Nights and sledding on Red Hill was seconded, voted and passed.
2. correction on the spelling of Karen Thames name.
Motion made to accept the minutes, vote was done-several in favor and one opposed Minutes were accepted.
Treasurer's Report:
(presented by Bill Malloy as Don Evans was not present at the meeting) 470 persons on membership list. List is in the process of being revised. This is a huge task. When the membership/dues request were sent out they did not have a return address. A large number of people have paid their dues for the year. Nine checks from the 1997 dues were found. People were requested to resubmit their checks, so far 2 or 3 people have resubmitted the checks. Bills were sent out to advertisers for their newsletter announcements. Motion made to accept the report, voted, all in favor, none opposed.
Crystal Avenue: No decision on the law suit. The trial was reported to have been very lengthy.
Committee Reports:
Illumination Night-planning going well. Newsletter has an article on Illumination Night, 15.000 copies will be printed. Raffle tickets will be sold prior to Illumination night and on the night of the event. Recommendations were made for the Community Improvement Awards.
Historic House Tour: date is set for December 5th A few homes have been informally approached. There has been a
commitment of 500 Bright Nights tickets to be donated to FPCA. Motion made to accept the Bright Nights tickets, voted, 10 in favor, 6 opposed. Bright Nights tickets will be accepted.
Scholarship Committee: 12 applications were received, 4 people will be selected and will receive the scholarships at the Illumination Night Program.
Parks Committee: Red Hill will be cleared and cleaned for sledding in the winter. Bails of hay will be put in place at the bottom of the bill. Again the Barney Hill Bright Nights light display will be the first to be taken down at the end of Bright Nights.
Bylaws Committee: motion to approve new bylaws, voted, 12 in favor, 1 against. Motion to strike the provision on nominations from the floor at annual meetings was not seconded. The nominations committee will do the task of nominating the officers. The bylaws will be used as a guide post since we are a volunteer group. There is no force of the law if people do not follow the bylaws. In the old bylaws the attempt was made to force people. Further discussion regarding activities for the future - since FPCA is a volunteer, not—for-profit group, we can not apply for grants.
Unfinished business:
Future meetings for the 1999-2000 year will be held in the homes of members. A list was generated of those interested in hosting future meetings. The next meeting, September
9TH, 1999 will be held at Pat and Bob Triggs home. There is a date change due to the Labor Day Holiday weekend.
April 17, 1999 was the FPCA Clean-up day. About 5 people that were ordered by tile courts to community service assisted in the clean-up project. A lot of work was accomplished. Another day may be scheduled for September.
Concerned Citizens: The home on the corner of Belmont was placed on the market to be sold. The asking price is, 122,500. It is a two family home. An open house may be scheduled in the future.
October 2, 1999 will the date for a community fair at the Johnny
Appleseed Park for more information, people can contact Belle
Rita Novak.
New Business:
Ginny White introduced the discussion regarding the fact that FPCA does not appear to be working collaboratively with other community groups. Perhaps
F.P.C.A. members could attend the Beat Advisory Group and/or the Main Street I Corporation Group. Belle Rita briefly spoke on the
X Main Street Corporation.
Also discussed was the home on 89 Cliftwood Street - the home is of concern regarding possible drug trafficking.
Bill Malloy attended a meeting on Thursday, June 3, 1999, of the Historic Commission. 268 Sumner Avenue is interested in seeking permission to install vinyl siding. The discussion was tabled until the next Commission meeting. Bill also stated that Allen Agnitti will be presenting and discussing a report on City Council voting record and the
F.P.C.A.'s position on historic preservation matters..-at the September
meeting.
162 Rifle Street-Liquor License. They did not get the 9am—2am approval; however, did receive the
11am-llpm approval to sell liquor. Approval was not granted for a sit-down bar, which will force the establishment to operate as a
restaurant type of business.
Motion was made to terminate the meeting. Motion was seconded, voted and meeting ended at 9:10pm.
