Minutes from June 4, 2000 Meeting

 Meeting was held at the home of Jane Hetzel-47 Bellevue Avenue.  

In attendance were the following:  Bill Malloy, Bob Triggs, Don Evans, Ginny White, Paul Kingston, Russ Seelig, Paul Sears, Liz Bramson, Belle Rita Novak, Sharon Marshall, Karen Thomes, Jane Hetzel and Sandra Collins.

 Meeting was called to order at 7:20pm.

 Motion made for the suspension of rules. Second.  Vote:  all in favor.

General Business

Minutes:  A motion to accept the minutes from the last meeting.  Second.  Vote:  all in favor. 

Treasurer’s report:  A motion to accept the report.  Second.  Voted:  all in favor.  A second notice will be sent out requesting those that have not paid to pay their dues.

Committee Reports:

  1. Community Improvement:  June 10th will be a neighborhood clean up day.  The District Attorney’s Office is working on securing people from local jails and prisons to assist in this project.  Belle Rita continues to monitor code violations for Concerned Citizens.  There has been more graffiti on STOP signs recently.  FPCA should purchase some paint supplies to be utilized in graffiti cleaning.  Kathy Brown of the Springfield Police Department will no longer be providing he supplies.  A motion was made to use $100.00 to purchase cleaning supplies.  Second.  All in favor. 
  2. Education:  There were five applications received for the scholarships to be awarded at Illumination night.  Maureen Posner, Karen Thomes and Sandra Collins will be reviewing the applications and choosing those that will be awarded.  Maureen Posner met with people from the East Forest Park Association to reopen the discussion regarding a middle school being built on the site of Diamond Match.  The East Forest Park Association is seeking support from FPCA. 
  3. Historic:  The Historic Committee is working on a Program for the Fall to highlight this time and celebrate the anniversary.  The date will be Sunday, October 1, 2000 from 2:00-6:00pm.
  4. Parks:  No report this meeting.
  5. Program/Publicity:  The FPCA did not apply for a grant from the Springfield Cultural Council for Illumination Night.  This will need to be done by October 15, 2000 for Illumination Night in June of 2001. 
  6. Public Safety:  Liz Bramson wrote a letter to the PVTA regarding the woman living on Sumner Avenue across from the Kodimoh Temple and the issue with the buses route during Bright Nights.  The letter was written and sent in May and Liz has not received a response to date.  Liz will also be in contact with Libby Barnshaw a neighbor on Longhill Street that has been working on the issue of a No Turn On Red sign to be installed at the traffic light on Sumner and Longhill.  A reminder was made that the Beat Management Teams meet the first Wednesday of the month at the Goodwill office on Dorset Street at 7:00pm.   Two new police were assigned to our sector. 
       
  7. X Task Force:  Belle Rita attended the hearing in Boston on May 17th regarding the appeal of the liquor license granted to the Saigon Café.  The decision was to send the request back to the Springfield Liquor License board.  The “X” Main Street Corp has an attorney working on this appeal. 
  8. Zoning:  No report this meeting.

Old Business:

Food Mart has begun their store-reset project.  They have also been working on landscaping in the parking lot. 

 New Business:

A letter will be sent to the “X” Main Street Corp thanking them for their donation to the Farmer’s Market.  There has been a request from the owner of land on the west side of Spencer Court near Abe’s Market for a zone change from residence A to Commercial P.  They would like to install a parking lot for Papa Johns Pizza Store.  Regarding the Community Awards for Illumination Night, the decision was made to have these awards distributed at the Program Meeting in October.
