Secretary’s Report of minutes from theAnnual Meeting

held on February 4, 2003

at Forest Park Middle School

The meeting was called to order at 2:10pm. by President Robert Triggs . President Triggs recognized that we had a quorum present for the meeting.

The format for this meeting called for a report to the members of “The Impact of Fiscal Hard Times on our Community” by various elected officials.

Mayor Albano spoke first and gave his assessment of the difficulties that the City would be facing because of the projected  cuts in State Aid. He warned that the cuts would affect all city departments and programs and that layoffs would be substantial.  He emphasized that the Police and Fire Departments would be especially hard hit. The mayor also warned that the problems will be even worse in the next fiscal year.

State Represenatives Gail Canderas  and Ben Swan  spoke next and gave their views on the financial problems the State was facing and how we got into this mess. They both felt that the answer to the problems should include the discussion of possible new taxes as well as the cuts that Governor Romney was proposing.  They both promised to do their best to make sure Springfield was treated fairly in whatever budget changes are approved.

State Senator Linda Melconian arrived toward the end of the meeting and gave us her opinion of what we should expect in changes in State Aid

Following the presentation by the public officials, the report of the nominating committee was read by Paul Sears. The President opened up the meeting for additional nominations from the floor but none were made. A motion was made and seconded to approve the slate of directors and officers submitted by the Nominating Committee.  The motion passed unanimously. The  list of officers and directors is attached.

The meeting adjourned at 4:00 p.m.
