Section 1. Committees. Nominations for positions on Committees are to be made by the Special Committee on Appointments to the Board of Directors, and elected by the members, at the annual meeting. All Members of each committee shall become a member of the Board of Directors.
Committees shall consist of the following:
Membership. Provides information about the Association for new or prospective members. Receives new member coupons from newsletter. Perform other duties as required.
Community Improvements. Receives nominations from the Board for special recognition certificates. Coordinates with other committees for bulk purchases for terraces. Is the contact person for the forestry person from the Park Department. Perform other duties as required.
Program. Plans all open and general meetings, arranges times, dates, and locations. Works with other committees for refreshments, publicity, etc. Works on ideas for fundraising and other duties as required.

Parks and Recreation. (See Education below)
Zoning. (See Education below)
Education. The duties of each of these board positions centers around the specific commission. The Board member will receive the agenda of the commission and attend all meetings which would have business directly involving the Forest Park neighborhood. After consulting with the President and receiving board approval, the board member will give the President and receiving board approval the board member will give the position of the F.P.C.A. on matters before said commission. These individuals will also work within their area on specific problems or concerns of members, as a representative of the F.P.C.A. If the member is unable to attend a meeting of importance it is their responsibility to find a substitute and to notify the Vice President.
Finance. Will chair a long range planning committee and a budget committee and any other duties of a financial nature which may be assigned from time to time by the President and/or Board of Directors.
Public Safety. Works with traffic and pedestrian concerns. Contact person with the DPW for information concerning condition of streets and sidewalks. Keeps informed about all changes in traffic patterns and or road improvements. Performs other duties as required.
The X Task Force. Solicits support from the merchants of the X for the activities of the Association. The contact person for all matters concerning this business area. Attends meetings of the X Main Street Group as deemed necessary by the Board. Works closely with the merchants to express and maintain our concerns and support. Perform other duties as required.
Hospitality. Arranges the location of Board meetings, coordinates refreshments for membership meetings and other duties as required.
Newsletter. Coordinates all areas in the production of the association newsletter. Duties include information gathering, layout, printing and advertisements. Publication will be determined by the board and may vary depending on the need to publicize certain events. Publicizes meetings, both Board and general. Prepares press releases for special events. Makes arrangements for feature articles, and posters and flyers and other duties as required.
Distribution. Receives the newsletter and organizes its distribution to the neighborhood. Distribution of other items as required.
At - Large Members: Former Presidents of the F.P.C.A. and other members as selected by the committee on appointments who help out with association activities as needed and appropriate.
Section 2. Nominating Committee.
a. A committee consisting of five board members chaired by the most recent consenting past president. This shall be known as the Committee on Appointments. The President may be a member of this committee.
b. Membership in the Committee shall be by appointment of the President and shall require confirmation by a majority of the Board of Directors. If at all possible, this committee should be presented to the Board at the November meeting.
c. Duties. The Committee shall recommend to the Association a full slate of qualified consenting nominees for election to the various committees.
Other Nominations. At the annual meeting, before the slate is voted upon, the chairperson will ask it there are additional nominations from the floor. If there are some and the nominations are seconded, a separate vote will be taken on these additional nominations to see if they will be added to the slate. All persons nominated from the floor must be present at the Annual Meeting, be a member in good standing and agree to serve if elected. If a vote is taken and these additional nominations are added to the slate, then the entire slate will be voted upon by the general membership. The entire slate of nominees may be offered for approval by a motion. After the elections, the President will appoint the chair person of each committee.
Publication of Nominations. All nominations received by the Recording Secretary not later than fourteen (14) days prior to the Annual Meeting shall be published in the Call for the Annual Meeting; nominations received thereafter may, but need not be, published.
Section 3. Special Committees. The President shall appoint such other special committees, subcommittees or task forces as may be deemed necessary and which are not in conflict with other provisions of these Bylaws, and the duties of any such special committee shall be prescribed by the Board of Directors upon their appointment.
