Section 1. Parliamentary Procedures. All proceedings of this Association and of the executive committee are to be carried out in accordance with the rules of order as specified in Robert's Rules of Order. It is, therefore, incumbent upon all officers to make themselves acquainted with such rules, and upon the President to see that these rules are enforced, both because of efficiency and economy of time, but also because of the desirability of putting together a smooth working or functioning organization, in which the special talents of all individuals and committees may be utilized.
