How do I file for a Zone Change ?
Fill out a Preliminary Application and return it to the Planning Department.
The Formal Application is then prepared by the Planning Department. It must be signed by the landowner and petitioner and returned with:
1. A Site Plan stamped by a civil engineer or a registered land surveyor.
2. Two non-refundable checks, each in the amount of $250.00**. The petitioner will be billed later for all advertising and mailing costs.

1. City Council - The petitioner makes a formal presentation to the Council which will decide the issue.
A Preliminary Plan (optional) stamped by a civil engineer and registered land surveyor shall be submitted to the Planning Department with:
1. Planning Board - The petitioner makes a formal presentation to the Planning Board which in turn will make a recommendation to the City Council.
2. City Council - The petitioner makes a formal presentation to the City Council which will decide the issue.
What is the
neighborhood responsibility?
The petitioner should make his/her
plans known to the Neighborhood Council or Civic Association which represents
the site in question prior to the Planning Board hearing. A list of the neighborhood
organizations is available at the Planning Department.
How long will this take?
The process will take
approximately three months. If the issue is referred to City Council sub-committee,
a decision may take longer.

How do I file a Non-Subdivision?
A Non-subdivision or Approval not required (ANR) plan stamped by a registered land surveyor shall be submitted to the Planning Department with:
1. A completed Form A*
2. Two mylars and three paper copies 3. A filing fee of $75.00** is required.

2. Filing fee of $250.00**. The petitioner will be billed for all advertising and mailing costs.
The Planning Board must act within 30 days.
A Definitive Subdivision stamped by a civil engineer and registered land surveyor shall be submitted to the Planning Department with:
1. A completed Form C*
2. A filing fee of $250.00** plus $50.00** per lot.. The petitioner will be billed later for all advertising and mailing costs.
The Planning Board must hold a public hearing and act on the plan within 90 days if a preliminary plan was submitted, or 120 days if it was not submitted.
